According to the AMC Travel Site for the Joint Base Pearl Harbor-Hickam passenger terminal (and others), dependent children age 10 and over MUST have a military dependent ID card to travel Space-A.

It reads: "Uniformed services member dependents under the age of 10 must travel with the sponsor or eligible parent and must possess a Federal-, State-, local-, or tribal government-issued identification AND must have a printout of the DODID number from MilConnect. Photos will not be accepted. Dependents age 10 and over must have a military dependent ID to travel."
This is also posted on the Sea-Tac Terminal website:
Effective Immediately: All dependents 10 years and over must possess a U.S. USID dependent identification and privilege card.
Those under 10 must have a DEERS Verification Form with DoD ID number. Please go to https://milconnect.dmdc.osd.mil/milconnect/
Birth Certificates will not be accepted to verify proof of sponsorship
It is advised that you make an appointment and get your dependents their ID cards if they are 10 and over and do not yet possess their dependent ID card.
